Motor Vehicle Permit : Issue/Renewal

What is a Permit?

A permit is an instrument issued by a State or Regional Transport Authority authorizing the use of a motor vehicle as a transport vehicle in a specified manner as per the relevant provisions of Motor Vehicle Act and rules framed thereunder. Section 66 of Motor Vehicle Act, 1988 mandates for the necessity of permit to transport vehicles. However, transport vehicles belonging to Central or State Government, police, local body, fire brigade, ambulance, cranes and goods vehicle having gross vehicle weight not exceeding 3000 kilograms are exempted from the necessity of permit.

How to Apply?

For obtaining a road permit the owner of a vehicle may apply to the Regional Transport Authority or the State Transport Authority in the prescribed application form. The granting of the permit will be decided by the concerning RTA or STA board, keeping in view the public interest of the area.

Types of Permit

There are different types of road permits and they are:

  • Stage Carriage Permit: Stage Carriage Permits are generally issued to the buses/minibuses/city buses for carrying passengers on hire in a particular area. The route consists of stages where passengers can be picked up and dropped. Regional Transport Authorities are empowered to issue such permits to the vehicles for operation in his jurisdiction and outside of the jurisdiction of the concerned RTA. But such permits are subjected to countersignature by the RTA of the regions concerned.
  • Goods Carriage Permit: Such permit are issued to an applicant to use his motor vehicle for the carriage of goods for hire or reward or for the carriage of goods for or in connection with a trade or business carried by the applicant. In general, there is no restriction for grant of permits to goods vehicles.
  • Contract Carriage Permit: This type of road permits is generally issued to the Bus/Mini Bus/ Tata Sumo/ Tourist Motor Cab/ Auto Rickshaw and Taxies to carry passengers under a contract for a fixed destination within or outside of the State.
  • National Road Permit: Issuance of National Road Permit is the subject of State Transport Authority only. The National Road Permit in respect of goods carriage to operate throughout the territory of India or in such contiguous States, not being less than four in number including the Home State in which the permit issued
  • All India Tourist Permit: Tourist Permits are issued by the State Transport Authority to the vehicles like Bus and Motor Cabs for the purpose of the carrying the tourist.
  • Temporary Permit: Regional Transport Authority and The State Transport Authority granted the Temporary Permits to the vehicles for the conveyance of passengers on special occasions such as to fairs and religious gatherings or for the purpose of a seasoned business. Temporary permits are valid for a period of 4 months from the date of issuance.
  • Special Permit: Special permits are granted to those Transport Vehicles which intends to ply to a State other than the Home State. Special Permits are issued in some special occasion and remain valid for a very limited period or for one round trip.
