BSNL 10 MPBS lease line net connectivity is installed in 18 port, nos.of DTO offices including the office of the Commissioner of Transport Assam. This lease net connectivity is meant for online registration & licencing of vehicle by implementing upgraded version of Vahan-4.0 & Sarathi-4.0 software of NIC
Since Vahan-2.0 & Sarathi-2.0 were already in operation in all DTO offices in the State & thereby providing smart card-based registration certificate of vehicle & smart card based driving licence to drivers. This Vahan -2.0 & Sarathi- 2.0 was State-based and not online for PAN India. In the year 2016-17, Commissioner of Transport, Assam with the help of NIC has operationalised the upgraded version of Vahan-4.0 & Sarathi-4.0 with a view to online registration of vehicles at dealers' point & online application of driving licences of drivers.
Online registration of vehicles at dealers' point is already operationalised in Kamrup (Metro) District w.e.f. Nov, 1016. In this online process, Fee/ Taxes etc. for registering vehicles are being collected through SBI E-pay system. This process will be extended to other districts of Assam shortly.In respect of licencing of a driver, online application for new driving licence & renewal of driving licence is implemented in 18 nos.of Districts of Assam. In this process, date of test for a new driving licence is selected by the applicant himself.
The auction process for Fancy or choice registration number is operationalised in all DTO offices.
The Commissioner of Transport, Assam has established Public Facilitation Centre for Road permit of State Transport Authority to facilitate the permit applicants.
Through software "Vahan & Sarathi", Registering and Licencing authority practises issuance of SMS to the applicants of vehicle registration and applicants of driving Licence regarding the deposit of Taxes, Fees etc. & approval of assigning New Registration Mark.
